When Jebel Ali can't be reached directly by sea, household shipments are usually discharged at Khor Fakkan or Fujairah on the UAE's Gulf of Oman coast, then trucked to Dubai under customs bond. Both ports sit east of the Strait of Hormuz. The container is cleared in Dubai rather than at the arrival port. The route works, but it adds handling steps, port waiting time and charges, so plan for a delivery window instead of a fixed date.

Why is Jebel Ali disrupted?

Container traffic through the Strait of Hormuz has been effectively shut since 28 February 2026, according to Wikipedia's Jebel Ali entry. Jebel Ali handled 374,000 TEU in the second quarter, down 90.1% year on year, and berths that normally worked over 80 scheduled services a week were left idle. A TEU is a twenty-foot container unit, the standard measure of port volume.

Carriers can't reliably sail into the Gulf, so they discharge cargo outside the strait and move it in by land.

How does a household shipment get to Dubai now?

  1. The ship sails to an east-coast port. Khor Fakkan (Sharjah) and Fujairah are the main options. Maersk's 17 September notice says some shipments booked to Khor Fakkan are now discharged at Fujairah, then moved onward by bonded road transport to Jebel Ali.
  2. The container is discharged without full customs clearance. Dubai Customs Notice No. 03/2026, issued 8 March, lets containers arriving at Khor Fakkan or Fujairah travel by road under bonded transit to Jebel Ali and Dubai Free Zones. Bonded transit means the goods move under customs seal, with duties and formalities settled at the destination.
  3. Bonded trucking takes it to Dubai. DP World coordinates the trucking with the shipping line, and containers wait in a designated holding yard until standard customs procedures are finished.
  4. The delivery order is issued. The shipping line or agent submits the manifest and issues delivery orders through the Dubai Trade platform.
  5. The consignee or their agent clears customs. The declaration is filed and clearance completed before release.
  6. The shipment is delivered to your home. For household goods, your mover handles unpacking, placement and building access.

Etihad Rail also carries containers between the east coast and inland terminals. Its freight network runs 900 km from the Saudi border to Fujairah. One report says it raised service from one daily trip to six after the closure.

The notice applies only to Dubai-bound cargo. Logistics firms describe separate handling for other destinations, such as local Sharjah delivery and transfers to Sharjah dry ports, so confirm the pathway for your final address.

Which gateway ports matter for a UAE-bound move?

Reported waiting times are a useful warning. A trade-news report put median waits in the week to 9 August at 9.25 days for Fujairah and 4.81 days for Khor Fakkan, while Jebel Ali had almost no queue. That is a secondary source and now six weeks old, so treat it as an illustration of the risk.

Do customs rules for household goods change?

The route changes but the rules don't. The Dubai Customs exemption for used personal effects and household items still applies to foreigners coming to reside for the first time. You still need a valid residence visa to clear the shipment, and new items or commercial quantities can attract a 5% customs charge.

Notice 03/2026 says it is valid only during exceptional circumstances and may be amended or withdrawn. Ask your mover to confirm the current procedure before your goods sail.

What does the extra routing cost?

Carriers have added emergency charges to Gulf cargo. Maersk's example is USD 1,800 per 20-foot and USD 3,000 per 40-foot dry container, plus storage at USD 25 per TEU per day after the included period.
